Regulations and Requirements
NSEB ( Neredeyse Sıfır Enerjili Bina ) Yönetmeliği
Buildings classified as Nearly Zero Energy Buildings (NSEB) are required to have an Energy Performance Class of B or better in their Energy Performance Certificate, and must also meet at least 10% of their primary energy demand through on-site renewable energy use.
Buildings with a total construction area of 2,000 m² or more are required to be designed and constructed as NSEB. For these buildings, it is mandatory to submit the “Pre-Calculation Result Form” included in Annex-10, demonstrating compliance of architectural, mechanical, and lighting projects with this Regulation. This form must be prepared using the BEP-TR software and submitted together with the permit application project documents.
Parking Regulation
For building permit applications of new constructions with a mandatory parking requirement of 20 spaces or more, at least 5% of the required parking spaces—provided that it is not less than 1 space—must be arranged in accordance with relevant standards to be suitable for electric vehicles, including the installation of charging units.
If these regulations are not complied with, occupancy permit (habitation certificate), Energy Performance Certificate, and utility subscriptions cannot be obtained.
